hi we are looking after are nephew from the social services he is 15 and never wants to return to his parents due to the volance in the house to give him a normal life we have taking him in but he has ask can he stay we us for good,which we have said yes the other question is he has asked can we adopt him which we would love to but know the parents would say no,
my question would be when he is 16 can it be done then

I think as he is still a minor at 16, the parents ' consent' would be needed.

What are the current arrangements, would you consider a special guardianship order (SGO). That could give him more of a sense of security.

I'd suggest you talk to the SW to see what the options are long term.
Good luck, its a good thing that he feels he can trust you. And at his age the courts will take his wishes into account.

You will still need parental consent at 16 I’m afraid, I’d explore with him what adoption means to him and whether there’s another way to give him that sense of security. Have social work said what the long term plan is for him? Some permanence planning might help him feel safer in your care, if it’s intended he stays with you into adulthood.
