A ground rules hearing takes place when there is considered a vulnerable party or vulnerable witness. It is to set the rules on how the full hearing should be conducted.

For example, a party to the proceedings is not represented (and so shouldn't cross examine the other party due to abuse meaning the other party cannot give best evidence) so a hearing takes place to see if an order for the party to provide questions in advance of the hearing to be put by the judge to the vulnerable witness.

Or a witness / party needs special assistance due to perhaps a learning difficulty (like having an intermediary to explain the question before answering, regular breaks or requiring questions to be put in a particular manner)

It takes place to ensure that all parties have a fair hearing and can give their best evidence to the court to enable the Judge to make a fair decision.
