Inter-agency fees between consortium members?

Hi! Not sure if anyone will know but I can't seem to find a straight answer via google. I know that typically if you are matched with a child outside your assessing local authority, the child's LA pays an inter-agency fee to your LA. So basically you, as an outsider, are more expensive than an "inhouse" adopter to the child's LA.

Does this still apply within a consortium? I've expressed interest in a child outside my LA but within the consortium my LA is part of. I'm basically trying to figure out if I'm doomed from the start?!

I believe they still pay but it's not as much as if it's out of area completely.

It's about a 3rd of what they would pay if you weren't in the consortium.
E.g. Outside consortium £18000, inside Consorutium £6000.
We were matched outside consortium, because some LA's are so tiny, their children are deemed hard to place.
