I understand it is very rare to panel and NOT get through. Your sw would have invested alot of time and money in your assessment and training and would not let you get so far in the process without being 99% sure you would be approved.

I think you'll find most people's experience of panel is that they get approved. It's essentially a series of recommendations - going to panel is your SW recommending you for approval, panel's decision is their recommendation to the agency decision maker and then ADM's decision is final. Put bluntly, it reflects badly on the SW if they take you to panel and you don't get approved, so it's in their interests to get it right. if they don't think you'll be approved, they don't take you.
That said, the answer is sometimes a delay or a no, and you should get info from your LA about what you can do in those circumstances.

Agree with above. If you get to panel and are turned down then the social workers haven't done their job. It is their job to iron out any problems before panel.
