Who are VA? Have seen them mentioned a lot but tried googling but can't find them - unless I want to adopt in Virginia...

I would imagine Voluntary Agency who can approve adoptive parents in the same way as a Local Authority.

Yes a Voluntary Agency

They are organisations which approve adoptive parents and match them with children (and hopefully provide good post adoption support after the adoption). They also usually do foster care. A VA does not have childre in its custody as children have to be taken into care by a local government authority. However the LA's can place their children with adoptive families from VA's

like pact and coram.
