Does the ban on simultaneous submission apply to journal proposals too?

Does the ban on simultaneous submission of papers to journals also apply to submitting proposals? Got myself in a tangle here, as I submitted two proposals to different outlets, one explicitly forbids simultaneous submission, the other doesn't (and has accepted my proposal). Initially I thought the proposals were different enough they they didn't count as simultaneous submissions, but on reflection they both rely on the same (new) primary source - this is in History, by the way.

As long as they’re different research questions and you’re not recycling text, then you’re fine

Sounds a bit borderline to me. I once was asked to review a ms for a publisher (cognate field to history) and duly did so, only to receive a request a few weeks later to review the same ms from another publisher.

I told both publishers what the scholar in question ( a push yECR) was doing and neither took up the ms.

It’s very bad professional practice and wastes everyone’s time. Is there a senior colleague who could read both proposals and advise you ?

Will the final papers be independent or will they overlap? Independent is fine - there must be different ways to analyse the same source. But overlap is not.
