Thirwall Enquiry release - why do trusts need more intrusion and admin to stop some theoretical possibility of another (alleged) psychopathic mass murdering nurse?

It will be interesting to see the results of the delayed Thirwall Enquiry but it does seem that the report is duty bound to come up with recommendations wholly disproportionate to risk.I

Why should there be CCTV cameras installed in just one part of a hospital to scrutinise staff doing extremely sensitive work and parents in possibly an emotive state? Will this improve practice somehow??? Again locking insulin away (as opposed to t other drugs) seems to be extra admin in over stressed departments and do staff really need to think that they are being pre judged as potential child harmers?

So we really need a wholesale over view of hospital policy to say 'if you suspect someone of murdering children please report it'. I am kind of guessing most staff (and most humans) do this without need of expansive policies?

Instead of half baked policies to prevent future mass killers the money spent on the enquiry would have been better spent on increasing resources to neonatal wards?😛
