Can I make dumpling with plain flour as ran out of self raising ?

You need baking powder or cream of tartar + bicarb. Otherwise no.

For the next time, just Google how to make self-raising flour, it's very simple and you don't need to buy a separate bag of self-raising flour.

if you have baking powder it’s 1.5 teaspoons to one cup of flour.

I found some bicarbonate of soda
and added a tiny bit of vinegar too
wasn’t the best but it was ok

It would have been a better idea to add some vinegar to the milk, creating buttermilk, and then the bicarbonate would have reacted to that.
