My HA aren't taking my possible DV concerns seriously

I'll email the police for advice about this:
I live in a ground floor flat, there's 4 flats in my block one above me, one opposite me and one above that

I keep hearing a lot of shouting from the one above me. He shouts at his girlfriend a lot and last night she told him not to lay his hands on her

I emailed my HA about my concerns. I was told to put a note under their door. Saying what though? I mean it's not like their music is too loud. All I hear is arguing. I explained this and was told to talk to them.

I'm rather baffled as to what me talking to my neighbours will do? I've explained to both the people at my HA who've picked up my emails what's going on and I don't think they understand what I'm telling them

You need to call the police each time you hear any DV . There is nothing the HA can do until the have a police report.
Also what do you want the HA to do ?

Police, everytime.
HA won't/can't deal with DV.
Complain to HA about the noise and calll the police. Everytime.

Also what do you want the HA to do ?

HA have an obligation to log a safeguarding case in their own internal system. Then dependent on whether the alleged victim gives permission a referral to relevant services.
