Can anyone recommend a mens shirt for broad shouldered athletic build?

Its for ds, starting a new apprenticeship. He's 25.
He has to wear office shirts but feels uncomfortable in any he has tried. He's around a 17" collar. His budget is pretty tight. Regular fit in primark and matalan felt too tight on the shoulders and back. He's not all muscular but he goes to the gym and runs regularly.

Has anyone out there found a solution for this?

Raging Bull are great for larger athletic builds but unfortunately pricey though v well made and wash well for years. You may be able to find some on vinted or eBay.

I never buy anything on vinted or ebay, just not that keen on second hand, but thanks.
Surely with all the youngsters going to the gym these days, there must be a demand for this sort of fit
