Council fixing exterior work - do tenants ever get charged

A council worker came to my property without any prior notice with a letter saying they were going to fix some exterior paintwork. The letter doesn’t mention any cost, which is reassuring.

However, they now also appear to be digging up and repairing the path outside.

Has anyone else had the council do extra repairs like this, beyond what was originally mentioned? Is it normal for them to cover it completely, or could tenants ever be charged for these additional fixes?

The council is doing it to avoid liability claims

The council do what they have to to maintain a property. If you haven’t cussed damage due to neglect they’ll be no charge
