Argh im being a muppet/how to resize a portrait pic??

Im aware that this is basic but im very untech. I have a portrait pic on my phone that I want to use for my LinkedIn. But how can I resize it so I get my neck and shoulders! I've used a media crop program but it just has the original picture then the rest of space is filled in. Is there a way to do this rather than me looking like a moonface?

Do you have a bigger pic and you want to reduce it but get your shoulders in. That would be cropping, the paint application on Microsoft has it or other free online editors. Snip tool on computer might be ok for it too.

Resizing is more to describe the adjustment of size to minimise or maximise the file size, for example if you get an error message that the pic size is too big, but I do not think that is what you mean is it. If it is an online editor eg. Photo scape can adjust the size with a slider.
