Anyone know a lot about decorating? How do I tackle these walls?

Get a scraper and scrape off any loose bits. You will have to fill and smooth over the missing areas with polyfilla and sand or there will be dents in the new paint.

Alternatively, scrape the loose paint off and paper with a heavy grade lining paper and then paint that the colour you want, although if it’s a steamy bathroom it may well lift. We had a small untiled area in out last bathroom that was fine with the lining paper method, but we were fanatical about windows wide open when showering to prevent steam/mould.

I've got to do this on my bathroom ceiling, and it's caused by new plaster not being primed properly before painting.

I'm going to sand it off with a mouse sander, clean with sugar soap, prime by painting with watered down emulsion, then paint with bathroom paint.

I've had the stuff to do this for over 2 years and will complete it at some point in the future. 😉
