You do know that ‘landlord costs’ will most likely be passed onto the tenant anyway, eg as higher rents.
If it’s left up to the tenant then they can choose to clean themselves to save costs, rather than get professionals in to save time. However it’s problematic in the sense that cleanliness standards vary.
