Recommendations for European cities for NYE, please

Hoping to go away with friends/families.

Would love some recs. Cities that don't shut down on the afternoon of NYE and are warmish, if poss!

Malaga. Also, their Christmas is on Epiphany so the lights will still be up.

I've heard Berlin is great

Rome

Second Malaga - or Seville, Cordoba or Grenada, weather will hopefully be OK, and you can bar crawl till the early hours.
