can anything be done about someone like my nephew?

my nephew is autistic and really struggles with budgeting, struggles with reading and understanding letters, misses appointments, processing etc and has been sent the migration letter for universal credit, I have a computer so said I would help him with it.

I did it all online but after the fact he has told me he doesn't have any id..

they are calling tomorrow to verify his id and he will probably have to go in person at a later date but when they phone tomorrow I have no clue what to say, he has nothing with his name and address on it as everything is paid via direct debit, he doesn't have a passport or a driving licience, all he brought me was a bus pass with his picture on it that expired 9 years ago!

not really sure where to go from here, what is likely to happen in my nephews case? he DID have a debit card but lost it two weeks ago and only told me the other day so a new one is on the way but won't have it in time. to make thing slightly worse he no longer even has a mobile phone as he keeps getting rid of them so I'm feeling a bit stressed atm, anyone been though anything similar?

edit to say the title sounds wrong the way i wrote it.. i meant as in if people don't have the normal things people tend to have like a mobile phone, computer, tablet etc what happens with uc?

You can help him apply for a passport, and if he doesn't have PIP already you can help him apply for that and a care act assessment to be assessed for a personal budget if his needs are high enough.
