Don’t know what’s going on with the council

a man looking out into my garden with a clipboard. Said hello. He said he’s from the council doing a survey?
i don’t know what’s going on so don’t know what’s happening and it’s caused loads of worry

Ask him? Ask to see his ID? Ring the council to validate his identity and what he's doing?
I don't think anyone on here is going to be able to answer your questions!!
