Help me find <THIS> 80s or 90s book!

It was a book I read lots when I was maybe 8-10, so late 90s.

As far as I remember it:
A girl on her way to school maybe? didn’t want to go and I think she put a traffic cone on her head or something and turned into a witch. It featured a phone box too which I’m sure was magical, and a cat which of course turned into a witch’s cat. Can’t remember much else but i loved it!

I loved this book and think about it a lot and it really bugs me that I can’t find it!

This is a good shout - I seem to remember she had to put something on her head to do a spell in that book.

i seem to remember one of the other witches who hasn’t got the special witches hat paints a road cone black. There are three Carbonel books and that happens in the second one I think.
