Man tried to give us cash: scam?

In central London with DH yesterday, a man approached us randomly and held out a £5 note to DH, saying "here, take it". DH said no thank you and we carried on walking.

We were dressed normally, fairly presentably, so there was definitely no mistaking us for homeless or anything! Whereas the man offering the money was himself scruffy and dirty. So presumably it was some sort of scam, but we can't work out what his plan was. Any ideas?

It might have been a leaflet or religious tract disguised to look like a fiver at first glance.
