Any police officers about? Procedure question

My friend was pulled over by the police about ten days ago. He was over the limit and blew 57 at the roadside apparently and again at the station. He was also driving uninsured. He was held overnight, interviewed and then released without charge, pending further investigations. But our question is why wasn’t he charged with d/d and driving without insurance? Does it mean that the matter is closed? The investigation pending thing was about whether he took the car without consent. We’re very confused!

They’ll want to deal with all matters in one go as one court case I imagine. So they’ll be doing checks with the vehicle owner to ascertain if he had permission to drive the car and then they can charge him with all 3 offences if he didn’t. If he did have permission they’ll charge the 2.

He was released pending investigation. He’ll probably get postal charged rather than answer bail at the station.

Postal charge is getting your charge sheet and court date through the post.

Oh ok, didn’t know a postal charge was a thing. Never been involved with the police personally.
