Are competitions supposed to publish the winners names?

I entered a competition online which I was really keen to win, one of the qualifiers was a picture of you with your dog. Anyway, through following the (also) required hashtags, I was able to establish that there were only three entrants including me.

Anyway, one didn’t qualify as she had only tagged one friend (you needed to tag 2). I felt that the other shouldn’t qualify as the FB account used was a man’s account but showed a picture of a woman. Should that qualify?

Yesterday, an announcement was made that the winner had been contacted so I checked my emails and nothing. So presumably it was one of the others. My query is, should they publish the name of the winner on their social media page(s)? I’m very doubtful that this prize has actually been given away tbh.

What does everyone think?

*Huge disclaimer- I’m aware this is a first world problem and I’m actually cringing as myself as I write this out.

Look at the T&Cs. Winners can often opt out of having their info made public.
