Black tie dress for a size 18 with larger chest

Any recommendations for a dress for a black tie event for a fuller figure? It’s for a girl in her early 20s so need to make sure it’s suitable . Needs to have a back suitable for wearing a bra so ideally not strapless etc . Any ideas?

The Quiz brand might work, there’s a shop on eBay selling the, - her beautiful curves - not bought from them before but have had a quiz dress as a busty 16/18 and it was a good fit.
