I can never call my friend

Either on phone or whatsapp. The calls always go to voicemail every single time. She denies I'm blocked. So why can I never get through? Other friends call her and get through when I'm with her. She calls me but I can't return the calls

This happened to me with my friend. Her number was saved twice on my phone, and deleting one seemed to solve the problem iirc!
