It’s a label on a pair of shorts I purchased at a vintage sale.

A vintage German sports brand maybe?

Looks like German.
The 4 figure number plus what looks like the name of a town, Eberstadt, perhaps, would date the garment to before 5 figure postal codes were introduced.

Looking on Google would suggest it's an 80s German sports brand of some kind.

I'm seeing:
VE9 Konfektion (probably the name of the manufacturer)
Can't figure out the rest of the top line.
Next line reads:
Sprintex, 8705 Eberst(?), possibly short for Eberstadt (a town in Germany).
Presumably their address?

VEB was the description of the GDR factories (Volkseigener Betrieb = company owned by the people).

Werk 8 is most likely the actual factory no. 8 who produced the shorts

8705 is the GDR post code for Ebersbach in Saxony

Based on all this, your pair of shorts is definitely vintage.
