Good old incompetence or spying?

Didn't see a thread for this anywhere so started one on the sensitive military info found by a football fan in a bin bag in Newcastle a fortnight ago.

It's so weird that the media aren't making more of this but wanted know what everyone's thinking. Has to be a breach from spying surely as why else have printouts of "details of the perimeter, the patrol, checking weapons in and out, requests for leave, mobile phone numbers, high ranking officers".
Also every office I've worked in has had shredders for confidential waste bins, so even if there was some mad use case for printing all that out, how come it's intact

It would be a huge GDPR breach by the sounds of it, but with all the security stuff on top... but I am inclined towards incompetence.

Maybe fell of a truck on the way to being incinerated, but wouldnt explain why it wasn't shredded first.

Resurrecting this following the latest security fuck up. We are not a serious country any more and the idea of us being actively involved in a war of defending anything is a joke
