Clearly important question about Cakey (Gaby Dollhouse)

I was watching Gaby with my daughter and a question came to mind:

Is Cakeys wearing a cupcake case as clothes or is the cupcake case part of Cakey?

Ie is Cakeys naked cake underneath his case or is it his skin?

I've always thought clothes. I asked my DC who is a huge fan, she looked at me like I was a moron and said of course it's clothes, 'like a dress'.

Well I guess boy cupcakes are allowed to wear dresses too!
