Will the council be able to help me with this?

I'm calling them monday morning but in the meantime trying to figure a few things out.

I moved into my (housing association) flat almost a decade ago, I had to bid on it via the local councils website, When I got the flat I forgot about my housing account on the council website.

I have since changed my mobile number etc and couldn't even remember what it was now almost ten years on. If I try to get into my account its telling me to confirm a code sent via text etc

Tried to make a new account but its telling me I already have one.

If i phone will they be able to change my info so I can get back into the account to start bidding on properties again?

I have been so happy here for 8 years until they moved a man in below me, its been awful every single day since, I no longer enjoy anything about where I live, I no longer feel safe here. I dread coming home, my heart sinks as soon as I get home and i just feel depressed every day.

Think along the lines of drinking in the street with loud music, constantly slamming doors, shouting, screaming, arguing, fighting, moves his ex in, they argue to the point the police are called then she moves out then comes back, he lets random men live with him, cars pulling up all hours of the day and night dropping his daily drugs off and the latest thing is a car full of men parking on my driveway getting out and shouting at him to open the door, banging on his windows shouting that he owes them money. they then knocked on my door trying to get me to open the door.

Writing this thread now because his girlfriend just showed up and as soon as she walked through the door they started arguing, she is now shouting and slamming and i know this will be another weekend of me getting no sleep at all.

I have been putting off moving, telling myself I can make it work and I can cope but her turning up just now has sent me over the edge and I know I can't stay here, I'm mentally drained after two years of this that I just burst into tears.

I'm single, live alone and disabled and can't cope.

Sounds daft but its even making my cat miserable because as soon as they start slamming and shouting he runs behind the couch and won't come out.

I just feel trapped and miserable.

I don't see why they couldn't help with that. Perhaps try with a different email first and if that doesn't work then call them asap.

If he's a HA tenant too have you complained about him?

You can't just start bidding on properties again.
You would need to fill out a whole new application.

first thing he said to me the day he moved in when i said hello to him was 'I got kicked out of my last flat, it better not happen again' I don't feel safe or comfortable reporting him as he would know its me. theres only two flats so nobody else it could be.

Oh gosh that's awful. Start keeping a noise diary, with recordings if possible. You will need a LOT of evidence to get any council or HA to take it seriously enough to evict him. Even if you prefer to move yourself, consider doing this anywat in case it escalates nd you need to call police.

If you want to look into moving, the easiest thing to do is to approach the council's housing team and explain the situation. If you haven't had any joy within a week or two then get in touch with your local councillor who should be able to chase it up for you. I really feel for you, this is awful.
