Ahole neighbour parking

NDN have a driveway with dropped kerb. We also do. Between our dropped kerbs it’s raised as there is a street light and telephone pole. NDN keeps parking across the raised part overlapping onto both of our dropped kerbs. Pedestrians have to walk around the car in the road as it takes up some pathway too.
It’s making it really difficult to get off my drive as he causes a blind spot where I can’t see any cars coming up the hill. (Unfortunately most drivers speed up the hill so there’s often near misses around here)
NDN doesn’t think they are causing an issue and keep doing it more now they know it annoys us. They make their visitors park on our dropped kerb and when we reported it to have the car towed they moved it while laughing.
Is there a legal way of making it impossible for him to park here?

Ask the council to put white h bar markings across the driveways which are advisory markings to discourage parking usually done due to inconsiderate parking!

three things-

  1. if you dont have them - Ask the council for white bar markings.
  1. Everytime they park blocking your dropped kerb report to parking enforcement.
In our borough the guys have scooters and appear in minutes because it £££ Once they have got 6 or 7 tickets they'll stop.

3.park over your own drive. I have to do this sometimes its annoying but 🤷🏻‍♀️
