Reporting those on the phone behind the wheel

I saw this debate going on somewhere else, and thought I'd bring it here.
Would you report someone if you caught them using their phone behind the wheel?
Because in case you're not aware, people do that.
Personally, I don't like to make trouble for people, even if they are doing something against the law.
Some were saying on that debate that they do it because it saves lives, but I don't think it does personally.
I am in no way encouraging people to use their phone behind the wheel, I'm just saying that I wouldn't report it if I saw it happening.
Would you?

If people don’t want “trouble made for them” they shouldn’t behave like dicks, would happily report someone for dangerous driving, yes.

I know there is a guy in London who records people on his go pro bike helmet, surely like him you would need proof?

I'd like it to be made easier for the police and courts to use helmet and dashcam footage. In fact I'd incentivise it by giving a cash reward for every photo/clip that resulted in points and a fine. Many people have forgotten that driving is a privilege and not a right and as there will never be enough traffic police this would be an easy way of raising some revenue and getting bad drivers off the road. Then I'd extend it to pavement parking.

This sounds great but I'd be so worried of people using AI and creative editing to make it a money making scheme 😬
