Who is the man dancing to the grim reaper's?

Less interesting than the title suggests, but I cannot figure out who is the guy in the background? The thin old bold man that seems a bit aloof?
It is a cartoon from the Guardian. It quite encapsulates how I feel about world politics at present, sadly.
I can identify Netanyahu, the North Korea dictator, Trump, Putin, Khomeini and...? Who is the other guy? Is that Biden? Or other guy I should be scared of?

Is it Mitch McConnell?

I reckon it’s Biden. I googled “Ben Jennings cartoon Biden” and the nose and the chin are the same as other cartoons that explicitly say they show Biden.

He looks list enough to be Biden, but the drawing does not really resemble him.
I am off to google this Mitch McConnell, as I do not know who this guy is.....

Another vote for McConnell.
I googled him and the drawing has some resemblance indeed!
Putin is about to be charged by Trump, as he is dancing the other way around.
Khomeini is doing his own thing, there in the corner.
Biden/ McConnell look a bit detached/ aloof.
Love the rubble they are dancing on. That was the last detail I spotted!
