It's orange dress ladies room, that's why she's on the bed. There's a balloon so it's her birthday. The lady coming out the bathroom has just said "I'd leave it 5 minutes if I were you" because she's just laid one good and proper. The lady doing her make up in the tiny mirror is annoyed that she wasn't allowed to go in the bathroom first to do her make up. And finally you're right, chair lady doesn't want to be there.
