Kids go to stay somewhere that has a lake by it. They discover a village under the lake stuck in a time bubble. They visit it. There's a reason why they got put under the bubble but I can't remember this key detail!

I want to call it the water witch but it's not that.

It wasn't scary.

I've just looked and this is similar but not the one I am looking for, I think. Close though. I think there was at least two main kid characters.
