At what age are child safety locks not safe anymore?

What age can a child figure out how to open a safety lock? I have a 2 1/2 year old who loves opening cupboards. Is he too old for this? If so, what's a better alternative?

Put the dangerous stuff in a different place

the dangerous things are up high, but he will make a mess of whatever is left in the bottom ones

We have some similar to that which my 2 year old is quite curious about and I wonder if he'll be able to work it out soon.
However, a couple of our cupboards use the Lindam locks and my 5 year old still cant undo them.
