Does it look like the non stick coating has come away from this pan?

I can’t tell if it’s stained or if it is coming away. Ideally we need to use it (at someone else’s houses) but I’m reluctant to if the coating is coming away as know it can leak chemicals. Thoughts appreciated!

Does it feel rough or is it just discoloured?
