Are bonfires actually allowed in gardens anymore ?

Google says yes but at fucking 11pm really?! The house is red hot and I can't even have the windows open because my inconsiderate neighbour has decided to burn shit !!

My arsehole neighbor has them constantly. He’s a massive anti social mf. Lights them and then goes to bed. The council do nothing.
