Reported dog owner to police

We visited a Wildlife Trust place today. I was with my own dog on a lead and two small toddlers.

A man approached with his three labradors off lead, and before he'd finished saying "watch those, they like jumping up", my toddlers were on their back on the floor, with three dogs jumping over them.

The man stood watching with the usual "they're friendly" "they're just puppies" shit, whilst I tried to drag them off and trying to get the man to do so. He wasn't the slightest bit interested and carried on walking.

I'm so sick of this. We can't go to our local park as it's basically a dog park, we can't walk in the local fields as everyone is "friendly" and off lead, so I thought it'd be better in some owned/organised land. It seems nowhere is safe. So yes, I took a photo of him and sent it in an online police report. Can't imagine they'll be interested, but this entitlement needs to stop now. Aren't the deaths in the news enough?

send the photo to the wildlife trust place too. I have an energetic dog but if it liked to jump up it would be kept on the lead with the exception of remote areas.
