How does Facebook 'Friends Suggestions' work?

I am trying to figure out how DH gets a few friends suggestions a day and I don't get any.

I think I have my Instagram linked to my Facebook and my Facebook suggestions are often people from my Instagram. Some people also have their phone contact list linked to their Facebook so their suggestions will be based on that. Can also be people you have mutual friends with.
