Help with caring for an elderly parent

Hello, I'm just looking at options here.
My mother in law is elderly and now showing signs of decline - my SIL is looking for some support in caring for her.
She's on a low income and not sure where to start in terms of support for her to look after her mum.
Any starting points and suggestions I can send her?
