Passport not delivered - any advice?

DD (aged 16) applied for an adult passport. All went smoothly until delivery. TNT delivered to a neighbours' house 2 doors down, and didn't obtain a signature. Neighbours say they don't have it.

What should our next steps be? Do we get in touch with TNT or HMPO? Will we have to pay for a replacement even though we've never received the original?

Would welcome any advice; TIA.

Its strange that they didn't deliver to your door, ours were just popped through the letter box as no signature required. I would contact HMPO and tell them what TNT told you.

Tell the passport office have havent received it. It’s not lost - as you have never received it. It’s their issue to sort - between them and the delivery company. Not yours.

Our was just dropped through the door. No signature required. How do you know it’s been delivered to the neighbours?

They said they'd delivered ours but in fact it was sitting at the TNT depot because they couldn't get in and the driver don't know the correct process. After days of trying to get in touch with the passport office and getting my MP involved (I didn't know at this point where it was) I spoke to TNT and I'd been to the depot and collected it within a couple of hours. They were really helpful

DH just got his new one. It was put through the letter box by TNT. It seems
odd they would give it to a neighbour.

I got the dc new passports recently. They were put through a neighbour's door! Fortunately she returned them. I did fill in an online complaint form to let the passport office know that TNT weren't being very secure!

When I had a new passport a few years ago I had sign for it, and the courier took a photo of me and my car numberplate.

My renewal passport arrived last week and was popped through the letterbox, no signature required.

unfortunately I’m in same situation now, I tried to ring TNT and HMPO , but now it’s over 3 weeks and they didn’t help me at all.
if you solve your issue with them, please can you help me and telling me what did you do ? Any advise for me please?
