What does emotionally upset mean

Someone said they were emotionally upset about a certain thing

It means feeling sad or unhappy about something!

'Emotionally upset' is a tautology. You can upset a drinks tray, or have an upset stomach, but if you are feeling upset then it is obviously going to be emotional.
