Eczema on eyelids, any recommendations?

I have mild eczema on my eyelids that flares up pretty much annually and usually goes away with a week of hydrocortisone on prescription, except this time it isn't going.

I've been to pharmacists who kind of shrug and say they can't recommend anything for near the eyes, and trying to get back in at the doctors is a form of torture in itself...

So does anyone have any recommendations of creams/lotions/potions that are safe to use near the eyes for relief from eczema dryness and itching?

I've been using Rosehip oil on my face and around my eyes at night which really helps. During the day I use Ren calming overnight balm. I know it's meant to be used at night but my skin loves it so I use it in the day! (The Ren day cream doesn't work for me.)

You need a stronger steroid. Doctors it is. I have eumovate for my eyes.

Or tacrolimus like above which isn't a steroid and I use in between treatments.
