Electric worry

My son is hoping to rent his own place. The place he's looking at is a 1 bed flat. The only thing I worry about for him is it's all electric. No gas . Is it likely to be very expensive?

My 2 bed house is all electric I pay 130 a Month electric.
Where is the flat positioned in the building as sometimes middle flats gained from the flats around them.
