Money not given out from a Coinstar change machine

Ds 17, (nearly 18) has just popped into a Tesco store (not our local, it’s 20 miles away) and put some one pence coins (which he had been collecting) in one of those Coinstar money exchanger machines, £10 all with the 9.9% they take from use of machine.
The machine then gives you a receipt which you take to Tesco’s customer service to exchange for the money. However, once they realised he is under 18 they have refused to give him the money unless he has a parent with him. Obviously we are at least half hour drive away, I can’t get there.
So, ds said he will take the receipt and come back another day, they said no, it has to be exchanged by the end of the working day which is 6pm today.
There is nothing on the machine staying you need to be over 18 to use this facility (ds has taken photo evidence).
Ds asked to speak to the manager so he could FaceTime me and I would give my permission etc but the manager has refused to talk to me.
I know it’s only £10 but ds doesn’t have a lot of money and I am pretty pissed off, especially as there seems nothing we can do about it. They’ve got his money!
