Can a woman fleeing abuse register her children at a new school without their abusive dad's permission?

My friend, ordinarily resident in England, has left her very abusive husband (coercive control, chronic emotional abuse of wife and children, financial abuse) left her husband six weeks ago and is staying with relatives in Scotland. She's been told that she can't register the kids at a new school without permission from their dad as he has parental rights too. Is this true? Surely it can't be or else abusive exes can effectively prevent their wives getting a clean break from them? Thanks for any advice.

Thanks @CornishTiger I'm wondering if this would meet the criteria of the 'parent they normally live with'? Until six weeks ago they lived with both and the dad is saying they should return to England and resume their schooling at their existing school.

She needs to contact Women’s Aid (the Scottish version) or a local domestic abuse organisation as they will be familiar with local systems and be able to advise.

She may need to get a court order, but I'm not totally sure of the laws in Scotland.
