Party bag fillers for under 2's any ideas?

My daughter is having her 4th birthday party on Saturday and most of the kids attending will be around her age, I've managed to get some age appropriate party bag fillers for their party bags but there will also be a few under 2's who are siblings of kids attending or cousins of my daughter. I don't want to leave them without a party bag to take home but have no idea what I can fill theirs with. Any ideas? I'm very safety conscious about it all.

Rubber duck
Wind up Bath toys
Bubbles
Bouncy ball (one big enough they can't swallow 😬)
Hair clips
Toy car (the baby type)
Musical instrument (shaker, harmonica, whistle)
Bath bomb
Bath crayons
Normal crayons
Small colouring book
Magic colouring (that you put water on and the colour appears)

Buy a multi pack of paw patrol/monster/fairy socks and give each child a pair.

From the things my DD (20 months) has received in party bags her favourites have been: small bath toy that squirts water, bubbles, a mini maraca, a light up bouncy ball

She's also always happy with things she can eat like raisens, yoyo fruit rolls, organix crisp sticks etc.

Slightly different in that DD is a wee bit older but, I couldn't be bothered with all the hassle of a party bag so I just bought the party attendees a small Easter egg and gave them a slice of cake.

At that age balloon and or bubbles and a little cup cake. That’s it. Perfect and will bring lots of joy and not cost the earth.

When my daughter was little I just bought some puppets from the poundshop and had them all in a big bag and the kids did a puppet lucky dip that went down well

Or as people have said books from the works

No more seeds!
I'd get them a little soft toy and some chocolate. Poundland et al will have some cute Easter bunnies and chicks in.

  • a cloth book

This is not a cheap option OP but I have an instant camera, kids love it. They never see photos unless they are on a phone but with an instant picture they watch an image magically appear.

I don't mean get a camera for each child but getting one and taking photos they can take home, show to gran, or just put on the fridge.

I asked the bakery who made the birthday cake to bake iced biscuits to go with the theme of the party and put them in party bags, together with slices of the cake.

Ooh lots of places like boots and even poundland do little nets of bath toy ducks etc, split them along with a packet of choc buttons or pouch depending on how much under 2. And a balloon.

How much would you spend on them?

some of these things seem like it would be easily a fiver on a party bag which seems like a lot and I wouldn't expect expensive gifts back for the birthday boy

last year we did wooden animals and bubbles and and something else
