19yo DCs on holiday

My son and a few of his friends want to go on their first boys holiday abroad (Europe) this year. He's asking ME for recommendations but back in my day it was Ayia Napa or bust and I don't know what to recommend in this century...
Has anyone got similar aged DC that are planning a summer trip?
They want sunshine, beach, fun bars/clubs
As a mum I want SAFETY, good healthcare provisions, etc etc
Oh and they're all broke students so planning on doing it on a tight budget

Nearly 19 year old DD and her best friend are going to Malaga. They want sun, sea, a bit of partying but nothing too wild (thankfully) so Magaluf, Kavos etc were ruled out very quickly! A few groups from their school went to Kavos + Zante last year and had multiple girls end up in hospital from being spiked so I am very glad they didn’t want to go

Croatia was thought about since a few of their friends went last year and really enjoyed it, as well as being good price wise but my big concern was the healthcare not being up to standard, especially with DD’s medical condition

this was us with ds last year. He turned 20 last week so was 19 when he went at the end of last summer. He also has ASD so I was extra nervous but he’s really sensible and came home in one piece.

they went to an adults only hotel in Magaluf. I did try and steer them away from there ( I’ve been to Magaluf myself! ) but they chose together as a group. Ds doesn’t drink so I think I was less worried for this reason. His friends ended up in a brothel which horrified ds who ended up going back to the apartment on his own most nights and one friend took 2 different types of drugs and ended up in hospital ( the one boy you would never expect too ) and he couldn’t wait to get home.

he said that it was just party central and everyone slept all day. Ds learnt a lesson and said he wouldn’t go anywhere with them again. On reflection he said somewhere like Zante would have been better.
I think that he just had a shitty experience and some of the boys he went with ruined things by behaving the way they did.

it hasn’t put him off going on another boys holiday at all but he said he would be more selective over who he went with as he does have several groups of friends.

not all party destinations deserve the reputation they get ie Zante but I think Magaluf does.
