Broadband exclusivity in new build estate

My dd recently moved in to her new house on a new build estate. It has taken 3 weeks for openreach to connect her line. She went to try and arrange broadband and researched the best deal for her and was told that she could only go with BT or Virgin (on their line) due to their exclusivity on the development.

Has anyone come across this before? It seems very unfair that she can't take advantage of any of the deals around.

Pretty standard. Same with our new build estate. Think it’s a 2 year exclusivity (usually it’s until all that phase of the development is finished building)
It will have been in the t&cs when she bought the house. She won’t have been unaware of this

HotToddyColdSauvignon she was not aware of this. I have been with her every step and read every document, and it was not mentioned anywhere! The sales negotiator in one meeting even asked her if she had her broadband organised yet, and dd said no, it was on her to do list and she was hoping to go with (name of company) and the sales negotiator said nothing.
