Hip replacement Northern Ireland - anyone been through it?

Elderly uncle has been referred by GP for a hip replacement.
He was told that it’ll be 2/3 years until he can see a consultant. This would be at Musgrave hospital. And if considered to be suitable for the operation he’d have to wait a few more years.
He doesn’t have these years, he’s in his 80’s.
Has anyone been through this?
There is a cross border scheme whereby the NHS pays 70% of the cost snd patient pay 30%.
Dunno if he’d have that money - it’s a disgrace after working all his life.
But to get on the cross border scheme he has to be referred by NHS consultant- the one there is a 2/3 year waiting list.
Does anyone know if you could go privately to see consultant and get a referral to NHS off the back of that or if it’s private, it’s all private.
Just can’t believe it’s pay or live with the pain.
It’s just awful, he’s housebound from the pain, can’t walk but otherwise healthy.
