Dampness and flaking on internal wall

I have posted on this before but we finally had the damp proof company in today. Their surveyer thought the dampness was coming from the cement flooring, suggested cutting a metre off the wall and laying a plastic layer to prevent the wall sitting on the concrete flooring. However when he prepared all this he found the skirting board and rest of the wood was damp/wet. The cladding in the internal wall was wringing wet. So we definitely know there is a problem! They think its coming from the radiator pipes leaking under the concrete, however one is in the hall and the other is in the downstairs loo, They have left the area exposed and coming back on Wednesday when hopefully they'll know which one is leaking and can repair. I was wondering if anyone had tried the infra red companies who advertise and claim they can find the leak. Not sure we'd be covered by our insurance company but if it was 100% accurate I think we might be tempted.

How old is the property?

Roughly 40 years old. It was practically rebuilt after a fire which demolished most of it although its still a Grade 2 listed because of a very old chimney.
