How to brighten up this fence?

I have an old fence that runs between mine and neighbours garden. It is old and scruffy looking, but perfectly safe and functional. I don't/can't paint it as its mostly behind trees/my greenhouse and its the same on neighbours side.

There is a full panel on my patio that just looks drab. I can't paint it as the paint will bleed through and I cannot do the whole fence.

So how can I brighten it up? I thought of some hanging pots (but nothing too heavy.) I've had a quick google but wondered if anybody had any nice ideas?

Can you fix a trellis to it and plant a climbing flowering plant, or more than one that flowers at different times of the year, at its base - in a pot if necessary?

Or buy/ make some colourful oversized wooden or metal flowers to attach to the panel?

Bird feeders?
